Most commercial cleaning companies claim to handle healthcare facilities. Very few can meet Ontario's actual IPAC requirements. These five questions identify the ones that can.
Every product used in a regulated healthcare facility must be registered with Health Canada and assigned a Drug Identification Number (DIN). A compliant provider can immediately hand you a list of every disinfectant they use, with its DIN number. Consumer-grade products like general-purpose sprays do not have DINs and are not compliant for clinical use. If a provider can't produce a DIN list on the spot, they cannot legally service a regulated Ontario healthcare facility.
IPAC compliance requires written documentation of every clean — what was cleaned, which products (with DIN numbers), dwell times, and who performed the service. The RCDSO and CPSO expect this documentation available for inspection. Ask for a sample log from a current healthcare client. If the log doesn't include DIN numbers and dwell times, they are not producing IPAC-compliant documentation.
PHIPA applies to any person who accesses a regulated healthcare environment — including cleaning staff. A standard police check is not equivalent to a vulnerable sector background check. Ask specifically: "Are your healthcare facility staff PHIPA-trained, and do they receive vulnerable sector background checks — not just standard police checks?" Any compliant provider will have a clear, documented answer.
Your cleaning provider's insurance and WSIB compliance directly affect your liability exposure in the event of an incident on your premises. Ask for a certificate of insurance showing commercial general liability of at least $5M per occurrence, and a current WSIB clearance certificate. Verify both are valid. Providers who can't produce these instantly should not be awarded healthcare cleaning contracts.
Cleaning a dental office is meaningfully different from cleaning a physiotherapy clinic, which is different from a diagnostic imaging centre. Ask for a reference from a client in a facility category similar to yours. References from general commercial clients are not informative for healthcare contract decisions. A provider's familiarity with your specific regulatory environment should be evident in how they describe their existing healthcare accounts.

A compliant provider can produce all three immediately. If they provide consumer-grade product names without DIN numbers, no written log, or cannot confirm PHIPA training, they are not providing IPAC-compliant service — regardless of what their contract says.
