No, and be careful of anyone who sells it. The standards in the Retirement Homes Act, 2010 bind the licensee — the home — not its cleaning contractor. A contractor cannot be compliant with a rule that does not apply to it. What a contractor can do is clean to your program and hand you the paperwork, so the records exist whether the work is done in-house or outsourced. Accountability for the program stays with the home either way.

A retirement home is licensed by the RHRA under the Retirement Homes Act, 2010, receives no government funding, and residents pay the full cost of accommodation and any care services they buy. A long-term care home is overseen by the Ministry of Long-Term Care under the Fixing Long-Term Care Act, 2021 and is government funded. Ontario's Bill 190 amendments to the Occupational Health and Safety Act require an employer to keep a record of the cleaning of workplace washrooms, which covers staff facilities in your building as an employer obligation, quite apart from anything the RHRA asks of you as a licensee.
